Not very well publicised, but we all need to take more care:

The first link gave me a Page Not Found error
The second one gave me a page where I could apply for a subscription.

Could you give a summary of what hasn't been well publicised instead?

Try this:
https://www.carwow.co.uk/news/5790/highway-code-changes-new-rules-for-2022
Ignore the adverts, of course, and get to the meat of the article.
I'll look for a better one tomorrow.

Thanks. That was good enough, so there is no need to look for anything
better.

I can see the intention behind the changes, but the law of unintended
consequences is likely to apply. Firstly there will be the idiot
pedestrians who have a false sense of entitlement and will march into
the path of vehicles, completely underestimating the "thinking time"
distance, and will blame the driver for not stopping on a sixpence.
Then there will be more cyclists who fail to understand that large goods
vehicles have blind spots and the lorry drivers can't give priority to
those they can't see.

This looks like a confused attempt to promote cycling and walking in
preference to car use. The old saying "The road to hell is paved with
good intentions" has never had such a clear example.

I entirely agree. I think it will cause more chaos than it will improve
things, but the motorist will always be blamed.
I have always thought that mobile 'phone use should be allowed if the
car is stationary and in a traffic jam, so that a waiting person can be
alerted to the problem, but that is even less likely now.
